The easiest time to learn a second language is during the pre-school years. This occurs from hearing the language directly. At young ages, the brain does not learn language from videos or CDs.

Duel Language learning should be the key here. It is most important for parents to demand that their children learn a second language in order for them to be sucessful in a global society.
I am not just recommneding that children who are ELL or speak Spanish conversationally in the home learn to speak, read and write in English. It is just as important for children who are native English speakers to learn to read, write and speak a second language as well as they are learning to be literate in thier home language.
In Seattle there are several Duel Language schools where children enter in kindergarten with only one language and leave to middle school able to speak, read and write at grade level in two languages.
